Adding another O2/H2 gen may just be the thing you need. It won’t fill up if something else (either another engine or a tank) is also filling.

I haven't played in a while, but I do think you need to convert the ice into actual gas first with an oxygen generator, and hook the engine up to that generator via conveyors. A small grid engine will run on a single gen, but not really fill the tank if burning at full power. If the tank is on stock pile tho it will not fuel thrusters

Putting a hydrogen engine will just eat the ice and use up the hydrogen which is certainly not going to be the intention. Large grid engines consume more than a single gen will produce. I have a conveyor system in my large ship that connects hydrogen tanks, oxygen tanks, hydrogen thrusters, and air vents all together in a system. So you need three generators to outpace the engine for hydrogen production to consumption. you have to shut down the whole grid with “Y” and you need some energy to start the engine.At the end, this engine is useless. I am currently seeing this in the Never surrender scenario, and haven't checked other scenarios or worlds.
