If the civ2xp64patcher file doesn't help, you have a 16 bit program. I have not experienced the crashes reported by others here.I learned today that there is a new solution to this problem.
Download the “sid-meier-s-civilization-ii_window-04r4.zip” and extract it where you can easily find it. In Windows 10, when you do a search for "Programs and Features," it gives you "Apps & features" as the search result. We may have multiple downloads for few games when different versions are available.
